REFORM AREA 1:

Getting Results: Ensuring that FTI Interventions lead to intended education outcomes & Leveraging the Strengths of the FTI Partners

Objective of Reform:

Accountability of all FTI Partners for results; financial decision-making informed by objective performance data; demonstrated value for money.

Actions

  1. Develop and implement Monitoring and Evaluation Strategy (M&E) comprising:
    • A Results Framework to measure and monitor progress in implementing FTI Partnership work
    • An Accountability Matrix to define roles, responsibilities, and behaviors of all FTI Partners and to monitor performance against commitments.
    • An Evaluation Process to assess the impact of the FTI Partnership on the education sector
  2. Mainstream education quality into the Results Agenda
    • Establish a Technical Advisory Panel on learning outcomes
    • Commission analytical work on reading standards

Progress to Date

  • Draft Results Framework with baselines and milestones for 41 FTI countries for outcome and service delivery indicators.
  • Draft Accountability Matrix prepared and distributed to FTI Board in May 2010.
  • Selection process launched to identify external firm to support the FTI Secretariat to finalize the M&E Strategy.
