Extend scope of FTI Partnership and financial instruments to:
Accommodate countries in crisis and transition
Include all six Education for All goals, while continuing emphasis on basic education.
Develop a new program of support to strengthen capacity in all Partner countries in education policy, planning, and implementation.
Make FTI systems and processes more accessible, efficient, and inclusive (Single Process, Single Fund)
Support FTI Partner countries to strengthen their own systems to monitor progress on ESP implementation
Progress to Date
FTI eligibility was revised to allow crisis and transition countries to join the Partnership on the basis of "Interim" ESPs. FTI guidance on how this works now included in the Country Level Process Guide and How To Note on Interim Plans
New program of support for capacity development at the country level has been prepared after consultation with Local Education Groups and other key FTI stakeholders. Country Level Process Guide scheduled to be be revised to include new streams of financing and technical support in Jan 2011.
FTI single streamlined fund mechanism, replacing the 3 existing funding mechanisms, under preparation with expected launch date of September 2010.
Country Support Team established in the FTI Secretariat. Four additional recruitments underway.
Wider range of agencies and donors taking on grant supervision role.
