The GRA is a new Global Partnership for Education program designed to finance global and regional activities through the Global Partnership for Education Fund. The program is organized to address 3 thematic areas:
learning outcomes,
out of school children, and
education financing.
GRA will contribute to knowledge and good practices sharing among Global Partnership for Education partners through an innovative and transparent process, during which partners will provide expertise and help identify issues and knowledge gaps.
Transparency and accountability are key factors at all stages of the program. Regular interactions with partners though consultations will ensure that the GRA program does not support overlapping activities and that partners will share information and learn best practices from each other.
STEP 1: The Global Partnership for Education Secretariat and its partners will identify knowledge gaps through a consultative process and feedback from partners will be published online.
STEP 2: The Global Partnership for Education Secretariat will issue request for proposals to identify partners who want to fill knowledge gaps identified during the consultation process. By the end of the year, the Global Partnership for Education will allocate fund to those partners after reviewing the quality of their proposals. The objective is to encourage cooperation between all partners especially through co-financing proposals.
The multi-donor Education Program Development Fund (EPDF) was set up to finance activities at the country level and helped developing country partners develop their education sector plans. Additionally, it financed knowledge sharing across countries. The World Bank was the supervising entity and identified the financing needs and supervised the implementations. The GRA program will take over EPDF at the global and regional levels. The World Bank will no longer be the default supervising entity. Instead the Global Partnership for Education partners will be designated based on their knowledge, skills and ability to carry out the GRA program.
