Papua New Guinea's Education Plan Endorsed by EFA FTI

July 2010 -- The Universal Basic Education Plan (UBE)  of Papua New Guinea was recently endorsed by the EFA FTI  partnership, making it the 42nd developing country partner. The plan which covers the period 2010 - 2019 provides the basis for all children of school age to "enroll in school, complete nine years of basic education and to learn skills, knowledge and values covered in the basic education curriculum".

More specifically, the plan will address the overall goal to increase the elementary net enrolment ratio of 6-year-olds to 85% by 2015 and 90% by 2019. Due to lack of access to school, many children currently do not enter elementary school at the required age of six, but much later. The national education plan describes the necessary steps to enhance access to education by building new schools and teacher housing in remote areas and renovating existing school facilities. It also addresses special provisions for over-age children to ease access to basic education. Another important element of the Universal Education Plan is increasing the retention rate by the abolition of school fees and the provision of grants to children. Girls are more likely to stay in school if proper water and sanitation facilities are provided. Another component of the UBE is improving the quality of education by providing more training to teachers (both in-service as well as pre-service), the distribution of more and updated education materials and better maintenance of libraries and school facilities.
