Toward an Education Transition Fund Mechanism

  • EFA FTI has increasingly supported low-income countries, which are unable to meet full EFA FTI endorsement criteria because of a lack of capacity to fully articulate and implement comprehensive education sector plans due to a situation of crisis or transition. 
     
  • In 2008, the EFA FTI Partnership approved to support countries in crisis or transition situations through a single, consistent EFA FTI process, particularly with improved access to EFA FTI financing.

  • These countries have the opportunity to present an Interim Plan for FTI endorsement and funding while they develop a full education sector plan.

  • In 2009, the FTI Secretariat submitted to the FTI Board of Directors the paper “FTI Education Transition Funding Mechanism Draft Concept Note,” based on the approach suggested by the Fragile States Task Team on an adapted Catalytic Fund in 2008 with regard to a single FTI process and an Interim Plan.

  • Currently, the EFA FTI Partnership explores the best option to respond to the needs of those countries. Operational Guidelines will be developed and a funding mechanism could be in place in spring 2010.
